City relaxes control over second units

The housing shortage in California— and the unaffordability of homes in Agoura Hills—prompted the Agoura Hills City Council to take another look at local and state laws governing the construction of secondary dwellings on existing homes.  City officials noted in a report that “accessory dwellings may be attached to or detached from a single-family residence.” They can be located within a home or added to a basement or garage. The units must include provisions to live, sleep, cook and eat—and must also include a bathroom.
